Feds Say 'Adios' to Admin Rights on Windows

The Federal Desktop Core Configuration mandate for Windows XP and Vista clients goes into effect on February 1

Windows desktop administrative rights soon will become a thing of the past for most federal users, as the U.S. government's Federal Desktop Core Configuration (FDCC) directive takes effect on February 1.

FDCC is the new set of standard security configuration guidelines for all federal agencies that run or plan to run Windows XP and Windows Vista desktops or laptops. Contractors' Windows client machines that run on federal networks also fall under FDCC, and IT product vendors selling products with these OSes also must configure them to the FDCC specifications.

"This is definitely a move in the right direction. Even with the increase in stealthy attacks, 90 percent of attacks are still using known vulnerabilities" and many agencies aren't keeping up with those vulnerabilities, says Amrit Williams, CTO of BigFix. "This will let them assess their [desktop] environments against those configurations, then enforce them, and remediate machines."

FDCC follows a similar initiative by the U.S. Air Force, which began in 2004. Air Force officials have said that their standard, secure desktop configurations cut patch time from on average of 51 days to 72 hours, and has also lowered support and security costs dramatically, says Alan Paller, director of research for the SANS Institute. FDCC was a natural progression for the feds after the Air Force's experience: "Happier users and lower costs because you don't have to do patch testing on all different configurations, and you get better security," he says.

Among the key security requirements in FDCC, aside from disabling administrative privileges, are disabling wireless network access and running Internet Explorer 7. But the biggest change with the directive will be limiting client machines to basic user privileges rather than letting them run with administrative rights, security experts say.

Leaving admin rights on a user's desktop can invite trouble, especially with today's more targeted attacks. Malware that gets on a machine can spread more readily, as well as take over the machine -- and users are free to run apps they shouldn't. Vista comes packaged with user account protection features that let users operate mundane tasks that once required admin privileges. (See The Truth About User Privileges.)

"The elimination of admin rights is really a key linchpin of this whole effort," says John Moyer, CEO of BeyondTrust, which sells least-privilege management tools. "[FDCC] really is about enforcing a standard, secure configuration, and as part of that standard is [an end user] not logging in as an administrator so you can't change all of those settings."

But SANS's Paller disagrees. "[Removing admin rights is] important, but life won't end if you have to put it off on 10 percent of your machines for a year," he says. "You can just isolate them on a subnet," for instance, he says.

The big question will be just how dropping admin rights will affect legacy applications, for instance. "There are going to be apps that don't work," especially internally developed ones, BigFix's Williams says.

And restrictions on wireless access also could pose some challenges, although experts say they're sure the feds will find a way to get their mobile users safer wireless with options such as EVDO cards, for instance.

"The problem with FDCC won't be 'is this hardened enough?'... but the productivity hit" it will incur, BigFix's Williams says.

SANS's Paller says there will be some apps that break, but that mainly will be a problem for the application developer, not the end user. "So the apps need to be changed not to require administrative rights" to run, he says.

And FDCC only addresses securely configuring desktops and laptops -- and only Windows XP and Vista ones. But security experts say they expect the feds to eventually set standard secure configurations for servers and other devices as well.

Aside from the U.S. Air Force, which stripped admin rights off of around 500,000 end-user machines, at least one other agency also has already done so prior to the FDCC requirements: The Department of Energy's National Nuclear Security Administration site in Nevada removed admin privileges from over 3,500 client machines after ditching Novell for a Windows Active Directory environment. The DOE runs BeyondTrust's Privilege Manager, which allows users to run desktop apps and perform authorized tasks without the need for admin privileges.

"The centralized management of applications, rights, and security was in question," so we went with least user privileges, says Gilroy Freeth, senior technical analyst for Spherion Services, a contractor to the DOE site.

Freeth says this helps neutralize rootkits and malware that require elevated privileges to help them do their dirty work. And since some IT group members will obviously still need admin privileges to do their jobs, their machines will be at risk for these types of client-side attacks, he says.

Afghan 'blasphemy' death sentence

An Afghan journalist has been sentenced to death by a provincial court for distributing "blasphemous" material.

Sayed Perwiz Kambakhsh, 23, was arrested in 2007 after downloading material from the internet relating to the role of women in Islamic societies.

A primary court in Balkh province said that Kambakhsh had confessed to blasphemy and had to be punished.

The court also threatened to arrest any reporters who protested against Kambakhsh's sentence.

Kambakhsh, a student at Balkh University and a journalist for Jahan-e Naw (New World), was arrested in October 2007 after material he downloaded was deemed to be offensive to Islam.

Shamsur Rahman, the head of the court, told Reuters news agency: "According to... the Islamic law, Sayed Perwiz is sentenced to death at the first court.

"However, he will go through three more courts to declare his last punishment," he said.

'Deeply shocked'

Balkh province's deputy attorney general, Hafizullah Khaliqyar, warned other journalists that they would be arrested if they attempted to support Kambakhsh.

But Agence France-Presse reported that journalists were gathering outside the home of the condemned reporter.

The sentence has been welcomed by conservative Islamic clerics in Afghanistan but criticised by international human rights groups.

Global media watchdog Reporters Without Borders said it was "deeply shocked" by the trial and appealed to President Hamid Karzai to intervene "before it is too late".

In a statement, the group said the trial was "carried out in haste and without any concern for the law or for free expression, which is protected by the constitution".

"Kambakhsh did not do anything to justify his being detained or being given this sentence."

Kambakhsh's brother, Sayed Yaqub Ibrahimi, said the verdict was "very unfair" and appealed for help from the international community, reported Reuters.

North Korean Human Rights & U.S. National Security

Thank you Nick for that introduction. I’m pleased to be back here at the American Enterprise Institute. I would like to thank AEI for holding this conference, and for its ongoing commitment to freedom for people around the world, including, of course, North Koreans.

RECENT EVENTS

Quite a lot has happened in regard to North Korea since I last spoke at AEI nearly two years ago. That was not long after a joint statement had been issued six-party talks in September 2005, in which North Korea promised anew to abandon its nuclear weapons and rejoin the nuclear Non Proliferation Treaty. Talks had begun two years earlier after it became clear that North Korea had not ended its nuclear program as required under the 1994 Agreed Framework. Not long after the speech, I was making plans to visit the Kaesong Industrial Complex inside North Korea to assess human rights conditions, when the regime tested ballistic missiles on July 4, 2006.

I was again considering a trip when the regime conducted a nuclear test that October. Economists teach us that correlation does not prove causality, but I have remained wary of announcing future travel to North Korea for fear of what might happen next!

About this time last year, the North Korean regime and the other five negotiating parties reached the February 13 agreement, under which North Korea promised the abandonment of one of its known nuclear facilities and the full disclosure of all nuclear activities in return for economic and energy assistance and other inducements, including the normalization of relations. An initial requirement that North Korea "discuss" all its nuclear activities within 60 days of the agreement was not met, and it has since missed a December 31 deadline to disclose fully its activities. Recently, the regime said it will strengthen its "war deterrent."

This is rather unfortunate as it signals that North Korea is not serious about disarming in a timely manner. It is a regrettable development for our security, but it is also bad for North Korea. It is unlikely the regime will get from the international community a better deal than the current one.

In other recent developments, the Congressional Research Service noted in a study last month that there are "reports from reputable sources that North Korea has provided arms and possibly training to Hezbollah in Lebanon and the Tamil Tigers in Sri Lanka… two of the most active terrorist groups…" This comes on the heels of widespread reports that North Korea may have been engaging in nuclear proliferation to Syria, which likely prompted the preemptive air strike by Israel four months ago.

Taken together, these developments should remind us that North Korea remains one of the hardest foreign policy problems for the U.S. to solve. Its conduct does not appear to be that of a government that is willing to come in from the cold. Moreover, it is increasingly clear that North Korea will remain in its present nuclear status when the Administration leaves office in one year.

POLICY GOALS & RATIONALE

Given this reality, it useful to step back and revisit our objectives in regard to North Korea. We have now been engaged in six-party talks for more than four years and it makes sense to take stock and declare our objectives and rationale.

First and foremost, our primary concern with North Korea must be security the security of the U.S. and our allies. As our National Security Strategy says, "Defending our Nation against its enemies is the first and fundamental commitment of the Federal Government." It is for this reason that attention to North Korea usually centers on its nuclear program. North Korea’s possession of such weapons unilaterally threatens the security of a strategically important region that includes China, Japan and South Korea—our second, fourth and seventh-largest trading partners respectively. North Korea’s long history of proliferating weapons systems and technology is also a major threat to U.S. interests. This history has become much more troubling since this serial proliferator has become nuclear armed. The regime is not suicidal, but it is erratic and refuses to be bound by the norms of the international community. For this reason, simple deterrence may not be sufficient. There is no guarantee that our own military and nuclear strength alone can prevent the regime from proliferating nuclear weapons or technology to Islamists or their backers.

We also have other deep concerns about the conduct of the North Korean regime. Among these are its counterfeiting of U.S. currency and pharmaceuticals, its drug trafficking and money laundering, and of course, it human rights abuses, which are infamous.

The way the North Korean government treats its own people is inhumane and therefore deeply offensive to us. It should also offend free people around the world. Clearly we want to see an improvement in this, just as we want to see an abatement of the threats to our security created by the regime. But are the two unrelated? Certainly, many view the issues as separate. The six-party talks have not involved human rights. However, there is a valid question of whether this continues to make sense. After all, we know from history that improving human rights is not only a worthy end in itself, but it can also be a means to other ends, such as peace and security. Democratic societies, for example, do not attack each other.

But with a government such as North Korea’s, an inherently fragile regime desperately clinging to power, the same forces that drive it to mistreat its own people also explain its threatening conduct toward its neighbors. Often, we find that repressive regimes create enemies abroad to justify their authoritarian rule at home. Certainly North Korea does this. If you look at the Korean Central News Agency, its propaganda organ, seldom does a week go by in which it does not allege plotting by forces in the U.S., Japan or South Korea to invade the country and place it under imperial rule. Citizens are warned that they should be ever-watchful. Under such conditions, which the regime’s leaders know to be a fiction, extreme security measures are apparently justified at home. And so the state is "justified" in redoubling its defenses against foreign enemies, or so it declares.

The North Korean regime’s paranoia prevents it from allowing a liberalization of its statist economy, because it fears any liberalization that would make people less dependent on the government would contribute to its demise. Left destitute by this choice, North Korea must rely on foreign aid to survive and feed its people. But its paranoia about empowering its people at all prohibits its from accepting any of the monitoring and reform requirements that occasionally come with foreign aid. So instead, the regime extorts the aid granted by others. This is a major reason why it has pursued a nuclear program, why it stations thousands of artillery systems in reach of Seoul, and why it occasionally acts out well-planned and public diplomatic and military tantrums.

These are often intended to frighten the international community into giving patronage. Dictatorial regimes almost always threaten other nations, when they perceive it as necessary to their survival. What this shows is that security issues and human rights issues are linked inextricably. They both derive from the nature of the regime, and any long-term effort by the international community to alleviate security concerns in northeast Asia will have to seek to modify the nature of the regime.

Any government that treats its people with so little regard will inevitably challenge regional security, even if it did not have a nuclear weapons program. This is demonstrated clearly by North Korea’s non-nuclear affronts, like proliferating conventional weapons, narco-trafficking, counterfeiting U.S. currency and human trafficking. And, of course, how can one ever know with a regime as erratic as Pyonyang’s that it will not actually use its nuclear weapons or sell them to a terrorist bidder?

ASSESSING IMPEDIMENTS & ASSUMPTIONS

Having revisited what we want from our policy on North Korea—improved security and human rights—it also makes sense to assess what the impediments to progress have been. And after four years of six-party talks, it makes sense to review the assumptions upon which previous policy was built and make sure they are still valid today.

One key assumption that turned out to be incorrect was that China and South Korea would apply significant pressure to North Korea to abandon its nuclear weapons. Instead, they seem to prefer the status quo to unknown change.

Our original assumption was not irrational when it was made. A multilateral approach was viewed as essential, especially since the two nations that border North Korea—China and South Korea—are the two nations with the most leverage over the Pyongyang regime. Certainly they provide it with the lion’s share of its foreign assistance, including food and fuel. They are also North Korea’s largest trading partners. But it was further assumed that both countries shared our strong desire that North Korea not be permitted to possess a nuclear program and arsenal. This may have been a misguided assumption.

China probably would prefer that North Korea not have nuclear weapons, but not at the expense of its other national interests. It has not seriously pushed North Korea to abandon its weapons program and its assistance programs and trade with North Korea have persisted with only brief interruptions. The reasons are that Beijing believes North Korea is unlikely to use nuclear weapons against China; that North Korea’s proliferation does not affect China directly; and most importantly—that Beijing does not want a precipitous collapse of the North Korean government, which could cause a refugee influx and instability in its border region. We may not like these views, but they are understandable. Therefore, China has not played the role we had hoped in denuclearizing North Korea, even though it clearly relishes hosting the six-party talks.

Our assumption regarding South Korea’s interests may have been equally faulty. South Korea has not applied serious pressure on North Korea, and appears to share China’s preference for the status quo over a process of change it may not be able to control. For the last decade, the South Korean government has been very hesitant to criticize North Korean human rights violations. Last fall, Seoul could not even bring itself to vote in favor a UN resolution in the human rights committee that expressed concern about abuses by the regime in Pyongyang.

Moreover, South Korea has provided Pyongyang with copious amount of assistance, like rice and fertilizer, even though this is often diverted from those in need to the regime elite and military. The South Korean government is also believed to have made sizable cash payments to North Korea at times, and has engaged in joint industrial projects that it believes will open the regime. All of this provides considerable support to Pyongyang. We sincerely hope the new South Korean government will drive a harder bargain with Pyongyang and speak more forthrightly about North Korean human rights abuses. But again, without a change in the ROK’s policies, we cannot expect too much support from them.

Because the Chinese and South Korean governments have been unwilling to apply significant pressure on Pyongyang, recent talks have, in actuality, become a bilateral negotiation between the U.S. and North Korea. What we had hoped would be a process in which Beijing and Seoul would simultaneously withhold carrots and use their considerable influence over Pyongyang to end its nuclear activities has evolved into a process that provides new carrots without a corresponding cost to Pyongyang.
 
OPTIONS AND NEXT STEPS

This brings us to next steps and revised policy options. In my view, a realigned approach should take into account three factors:

1. We should now shift our focus from a short to a longer time frame. It is increasingly likely that North Korea will have the same nuclear status one year from now that it has today.

2. Policy should rest on assumptions that correlate with recent facts and events. It is evident that South Korea and China will not exert significant pressure on North Korea if they think it might lead to its collapse.

3. All negotiations with North Korea should firmly link human rights, economic support, and security issues.

In other words, we should consider a new approach to North Korea -- one of "constructive engagement" intended to open up the regime. Offering a new concept of dialogue and taking historically effective steps to interact, perhaps even bilaterally, with North Korea, would constitute an ambitious but potentially feasible diplomatic initiative. This would involve declaring that a candid and ongoing human rights dialogue with Pyongyang is now a permanent part of our engagement policy and a condition for normalizing relations. In this way, talks could evolve to resemble the Organization for Security and Cooperation in Europe (OSCE), which came out of the Helsinki Final Act and its "Helsinki process." This was the mechanism by which the West and the Eastern Bloc engaged in dialogue on political-military, economic, and human rights issues beginning in the 1970s.

A way forward on this would be to link issues of importance to us and convey to the North Korean regime that this is permanently on the new agenda. The working group on normalization of relations would be a good starting point for a discussion on human rights. But linkage is needed to make this useful. Working groups that are irrelevant to the overall process are just that—irrelevant. In Helsinki, real progress in all three baskets was necessary for the overall negotiation to advance. On human rights, progress is not bureaucrats from two governments meeting and reading prepared statements from binders. Progress is something tangible and demonstrated that moves North Korea closer to the norms of the international community.

With this structure, the discussion on nuclear disarmament would continue to be the primary objective, but the incorporation of, and linkage with, human rights in the dialogue, would serve the purpose of encouraging cooperation from the North Korean regime. The key is to make the link between human rights and other issues explicit and non-severable, so that it cannot be discarded in any future rush to ‘get to yes’ in an agreement. That is because an agreement without human rights progress will not foster regional security over the long term.

North Korea is unlikely to prefer this approach. But it is one that could ultimately serve the interests of all the parties. Economic assistance to North Korea may therefore be a possibility, but it must be given only in return for tangible, verifiable progress on all issues that are a component of the dialogue. This is how it worked with Helsinki. We can also consider using other leverage that we know to be effective on Pyongyang. This might include restricting the regime’s access to the U.S. and international banking system—which has at times been necessary before, given the regime’s involvement in money laundering.

Constructive engagement can also include expanded foreign assistance, including humanitarian aid, to North Korea—provided it reaches those for whom it is intended. This is one area where the UN could play a constructive role. If aid donors could be syndicated and would agree to offer large amounts of humanitarian assistance to North Korea contingent on full access and monitoring, Pyongyang might feel pressured and impelled to accept, especially if Beijing and Seoul stopped writing checks with no conditions attached. In this way, the misery of the North Korean people could be partially alleviated.

Our engagement also should include subsidiary dialogues and exchanges. When U.S.-Soviet relations evolved after the death of Stalin, we signed a cultural agreement that eventually enabled tens of thousands of Americans and Soviets to visit each others’ nations. By so doing, it exposed millions more to cultural exhibitions hosted by each country. It was a way of reaching behind the Iron Curtain to the Soviet people. The same could be done with North Korea.

Finally, and regardless of the state of our dialogue, we should continue with activities that have proven to be effective in opening up closed societies over time. The real changes in North Korea will likely come from within. We should certainly focus our policy on facilitating such changes. When I spoke here two years ago, I was asked about my principle objectives and I said that "a key way to empower the North Korean people is to force a ray of light through the veil that Kim Jong Il has drawn over North Korea." Since that time, the American taxpayer has provided more resources for the various organizations that broadcast news and information into North Korea by radio, and I have asked that the resources we commit to this be significantly increased. We have also talked to other governments about supporting this effort, and we have asked Japan to permit medium wave broadcasts from its territory for this important purpose—which is also a way of reaching Japanese abductees still living in North Korea.

Much has been learned in the past four years since we entered the current phase of dialogue with North Korea. North Korea has not kept its word. Indeed, proliferation concerns cast a pall over global security, thanks to Pyongyang. It is appropriate now to reevaluate – to look at what has worked and what has not. We now know what levers work on the North Korean government. We should use them. The best solution may be an evolved dialogue—one that takes a holistic view of the challenges presented by North Korea. This, combined with a strong deterrent capability, missile defenses and effective counter-proliferation tools could form an adjusted and whole policy, reflective of recent developments.

God’s Tears

Jesus wept. —John 11:35

In C. S. Lewis’ story The Magician’s Nephew, Digory recalled his terminally ill mother and how his hopes were all dying away. With a lump in his throat and tears in his eyes, he blurted out to Aslan, the great lion who represents Christ, “Please, please—won’t you—can’t you give me something that will cure Mother?”

Then, in his despair, Digory looked up at Aslan’s face. “Great shining tears stood in the Lion’s eyes. They were such big, bright tears compared with Digory’s own that for a moment he felt as if the Lion must really be sorrier about his Mother than he was himself. ‘My son, my son,’ said Aslan. ‘I know. Grief is great. Only you and I in this land know that yet. Let us be good to one another.’”

I think of Jesus’ tears at Lazarus’ grave (John 11:35). I believe He wept for Lazarus as well as for Mary and Martha and their grief. Later, Jesus wept over Jerusalem (Luke 19:41-44). And He knows and shares our grief today. But as He promised, we will see Him again in the place He’s preparing for us (John 14:3). In heaven, our grief will end. “God will wipe away every tear from [our] eyes; there shall be no more death, nor sorrow, nor crying” (Rev. 21:4).

Leading Political Bloggers and supposedly Conservative Talking Heads are

following MSM's lead on choosing a candidate to represent them, I think the hypocrisy of calling  most of the Republicans "Conservative" is the more egregious sin here.  

Hunter is the only dependably conservative GOP Presidential Candidate.  

  • Romney is as much of a waffler as Kerry and will be for amnesty as soon as he's elected.  Neither he nor any of his five sons condescended to join the US Armed Forces.  His choice of religion is less relevant than his family's choice of public service.  They prefer to lead from the rear...

  • McCain is already for amnesty and restraining freedom of speech--McCain-Feingold created the special place used by MoveOn.org and the SwiftboatVets.  And he seemingly wants US Troops to treat al Qaeda terrorists like "suspects" instead of war criminals and illegal combatants (as if suddenly the US will actually get into a war where the enemy--for the first time in history--will treat our POWs like we treat theirs).

  • The Huckster won't state that he believes every word of the Bible but continues to act as though he is still a TV Preacher.  He is not the first former Governor from Hope, Arkansas to seek the Presidency; but he lies just as suavely as the 42nd President ever did...

  • Rudy Giuliani is as liberal as Hillary Clinton.  He ran NYC as a Sanctuary for illegals.  He sued uS firearm manufacturers in an attempt to prevent US Citizens from exercising Second Amendment rights.  He dumped his wife at a press conference.  The guy can't be trusted as far as the East River...

  • Paul represents NORML, Code Pink, and the John Birch Society.  His followers are UFO nuts and 9/11 truthers.  He may indeed be a good man; but that's not enough.  One can be sincerely wrong.

  • Fred Thompson has the primary lobbyist for CAIR on his staff and his law firm defended Planned Parenthood.  He just looks lifeless and unenthusiastic.  And we need a vigorous leader to keep our enemies at bay.

If you want a nation with no borders, no restraints on foreign felons, then vote for Rudy McRomney...  If you want to surrender to Islam, vote for Ron Paul or any Dhimmicrat...  If you want a Conservative, vote for Duncan Hunter.

Time to wake up, America...

Dear Iowegians,

Every presidential election season, your state has the opportunity to help shape the election going forward. Unfortunately, too many times, you have selected a dud during the Iowa Caucuses. In 1976, you picked Gerald Ford, proponent of the ERA and abortion rights, over a very conservative Ronald Reagan. In 1980, you chose a very moderate Bush over Reagan. And twice you picked a milquetoast named Bob Dole. Granted, the choices are sometimes between dud and duddier, but this year is different. This year you have a chance to select a rock-ribbed conservative Reaganite to make up for not choosing the original Reaganite when you had the chance. The name is Duncan Hunter.

Congressman Duncan Hunter is a representative from California's 52nd legislative district. Mr. Hunter put his college career on hold to volunteer with the 173rd Airborne Rangers to fight the communists in Vietnam. Like Reagan, Hunter believes that war was not only very winnable, but was indeed a "noble cause". And the killing fields that followed our departure from that conflict are a bold testament to their vision over the head-in-the-sand lack of vision (which continues to this day) from the defeatist democrats and RINOs.

Duncan Hunter also entered office with Reagan in 1981, at the ripe old age of 32. He immediately was able to join the Armed Services Committee in Congress, where he has remained to this day, as former Chairmen, and current Ranking Republican. It was in large part due to Mr. Hunter's efforts, teaming with folks like Jack Kemp and Henry Hyde, that Reagan was able to ramrod our historic military buildup through Congress in the 80s, which revitalized every branch of our Armed Services. Jack Kemp even credits Hunter with being the go-to guy for strong-arming the very controversial 'Star Wars' Strategic Defense Initiative through the House. The results of that persistence and vision is paying off in spades, despite the howls of leftists worldwide, as we today have working missile defense systems either in field, or soon to be fielded; including laser based systems for which Reagan was mercilessly ridiculed by the ignorant 'academics' and the press. Hunter was and is perhaps the staunchest anti-communist to sit in Congress. He was the leader most responsible, aside from Reagan, for stemming the commie-creep in Central America during the 1980s, and his disdain for communism has never ebbed.

Duncan Hunter is the ONLY candidate that realizes what China is up to, both militarily with its rapid armament increases, and economically, with its long term strategy to undermine the United States' industrial base. Hunter is dead set against the 'one-way', idiotic trade deal we have with the Chinese, will put a quick end to further technology transfers to the communist nation, and will build up our own military to the point that a Chinese invasion of Taiwan would be nothing short of a quick suicide mission for communism. All the other candidates tip toe around the issue of China. Hunter plans to step on their throat.

When it comes to the 2nd Amendment, the 10th Amendment, lowering taxes, fighting the ACLU and political correctness, standing firm against the gay agenda, and sweeping out useless bureaucrats and bureaucracies from the federal government, Duncan Hunter is the only choice.

Unlike John McCain and Mitt Romney, Hunter won't find anything in the Constitution to justify supporting a ban on 'assault weapons' or 'cheap handguns'. Hunter has a perfect lifetime record with the NRA and the Gun Owners of America. Both Mitt and McCain are liberals in this arena.

Unlike Fred Thompson, Hunter won't have to lie about previous pro-choice sympathies. Unlike Fred, Hunter has a perfectly consistent record on the life of the unborn, and has sponsored legislation for many, many years to give full constitutional protection to the unborn – legislation that Fred does not support.

Unlike McCain and Thompson, Hunter certainly will not run roughshod over the 1st Amendment for the sake of 'campaign finance reform'. And Hunter will work to ditch the last vestiges of McCain-Feingold-Thompson, if the courts don't do it first.

Unlike Mike Huckabee, Rudy Giuliani, John McCain, Mitt Romney and Fred Thompson, Hunter did not and does not buy into the global warming nonsense in any way, shape or form. The only guarantee we have of avoiding a binding, sovereignty usurping, international treaty on global warming is to place a President in power who does not believe the GW alarmism and does not believe in sovereignty usurping international treaties.

Unlike Mitt Romney and Mike Huckabee, Hunter does not have some convoluted explanation for why the socialized medicine experiments in Massachusetts (RomneyCare) and Arkansas (ARKids) are a good thing that deserves replication nationally. Indeed, Hunter wants to get government out of the way and reduce the regulations on health insurance by killing off mandates and regulations.

Unlike Mike Huckabee, Hunter will not be contemplating how to mandate and enforce a nationwide ban on smoking in public places, nor will he be scheming to introduce more arts and music and healthy snacks into the nation's public schools. The NEA, who apparently like Mr. Huckabee, despise Congressman Hunter – a genuine supporter of school choice.

Unlike Rudy Giuliani, Hunter does not have to pretend he is a conservative. A man who sued 26 firearms manufacturers to essentially put them out of business has no business seeking the office of the Presidency on the GOP ticket, unless gun control, abortion rights, gay 'rights', and eminent domain abuse are now part of the GOP platform.

Unlike Rudy Giuliani, Mike Huckabee, Fred Thompson, John McCain, and Mitt Romney, Hunter does not have to lie through his teeth when it comes to his record on illegal immigration. While it is hilarious to see these guys try to 'Out –Tancredo Tancredo' on the issue, only one guy truly does out-Tancredo the Colorado Congressman. While Duncan Hunter has sponsored or cosponsored 85 bills and amendments to stop illegal immigration in this country dead in its tracks, not one of these others lifted a finger during their careers, and range from bad to worse on the issue. While 'The Road to Des Moines' and last springs citizen revolt led these supposed conservatives to finally see the light – at least in rhetoric, Hunter has been fighting the RINOS and dems on this for 27 years. Hunter wrote the border fence bill (recently defanged by the RINOS), and Hunter is the ONLY one who has vowed to actively deport those currently squatting here illegally.

And finally, Duncan Hunter is the most experienced in warfare, defense systems, foreign policy and the security of our nation. If we are intent on defeating the islamists ASAP- without worrying about offending anyone, keeping terrorists out of our country, and rising to meet the future threats posed by the China-Russia-Iran-Venezuela axis, then we better elect a Reaganite this time around.

If not, we may have to put up with an idiot who thinks we need to close Gitmo and end waterboarding because the world disapproves (Huckabee, McCain), or someone who thinks we just need to be more humble and accommodating on the world stage (Huckabee), or someone who can't figure out that enriching China is a fools errand (Fred, Mitt, McCain), or someone who has no clue about our military needs and capabilities and would not know an IED from an IUD (Rudy, Huckabee, Mitt).

The choice is clearer than it has been since 1980. Don't let history pass you by….again.

Washington , D.C. –Presidential candidate Congressman Duncan Hunter returned to Washington this morning to immediately begin his efforts to overturn provisions contained in a Democratic spending bill that eliminates current legal requirements for double-layered border fencing.  Congress last year passed legislation authored by Hunter, the Secure Fence Act, mandating double-layered fencing and related infrastructure at strategic entry points along the Southwest border.
 
"Now is the time when those who take the threat to our nation's borders seriously stand up and be counted," said Hunter.  "Last year, Congress successfully passed legislation that mandated a double fence requirement based on the success of the border fence we've built in San Diego .  The Democrat majority in this Congress has taken it upon themselves to overturn federal law to pursue a policy that does nothing but harm our border enforcement capabilities.  This is not leadership, it is irresponsibility. 
 
"Border enforcement is too serious of an issue to pursue only when politically convenient at election time.  If Congress is to reverse its border stance after just one year, what message does that send to illegal immigrants and drug smugglers who are watching to see how serious we are about protecting America 's borders?  I believe we must uphold our nation's immigration laws, support our agents serving on the border and protect our border communities and I am going to make every effort to overturn the damage this Democrat leadership has caused."
 
H.R. 2764, a bill that provides funding for several federal departments and agencies, was brought to the House floor and passed late last evening by the Democratic leadership.  Not only does the bill contain provisions removing all specific locations as outlined by the Secure Fence Act, it also removes all requirements to construct any fencing or physical barriers along the border.  This action basically repeals the Secure Fence Act and undermines past efforts to secure our nation's border.
 
H.R. 2764 has been referred to the Senate for consideration and then will be returning to the House with any changes in the form of a conference report.  Congressman Hunter is working with his colleagues in both the House and Senate to ensure that these dangerous provisions do not remain in the final version of the funding bill.

NASA Sees Arctic Ocean Circulation Do an About-Face

PASADENA, Calif. – A team of NASA and university scientists has detected an ongoing reversal in Arctic Ocean circulation triggered by atmospheric circulation changes that vary on decade-long time scales. The results suggest not all the large changes seen in Arctic climate in recent years are a result of long-term trends associated with global warming.

The team, led by James Morison of the University of Washington's Polar Science Center Applied Physics Laboratory, Seattle, used data from an Earth-observing satellite and from deep-sea pressure gauges to monitor Arctic Ocean circulation from 2002 to 2006. They measured changes in the weight of columns of Arctic Ocean water, from the surface to the ocean bottom. That weight is influenced by factors such as the height of the ocean's surface, and its salinity. A saltier ocean is heavier and circulates differently than one with less salt.

The very precise deep-sea gauges were developed with help from the National Oceanic and Atmospheric Administration; the satellite is NASA's Gravity Recovery and Climate Experiment (Grace). The team of scientists found a 10-millibar decrease in water pressure at the bottom of the ocean at the North Pole between 2002 and 2006, equal to removing the weight of 10 centimeters (four inches) of water from the ocean. The distribution and size of the decrease suggest that Arctic Ocean circulation changed from the counterclockwise pattern it exhibited in the 1990s to the clockwise pattern that was dominant prior to 1990.

Reporting in Geophysical Research Letters, the authors attribute the reversal to a weakened Arctic Oscillation, a major atmospheric circulation pattern in the northern hemisphere. The weakening reduced the salinity of the upper ocean near the North Pole, decreasing its weight and changing its circulation.

"Our study confirms many changes seen in upper Arctic Ocean circulation in the 1990s were mostly decadal in nature, rather than trends caused by global warming," said Morison.

But the day of the Lord will come like a thief. The heavens will disappear with a roar; the elements will be destroyed by fire, and the earth and everything in it will be laid bare.

Since everything will be destroyed in this way, what kind of people ought you to be? You ought to live holy and godly lives as you look forward to the day of God and speed its coming. That day will bring about the destruction of the heavens by fire, and the elements will melt in the heat. But in keeping with his promise we are looking forward to a new heaven and a new earth, the home of righteousness.

So then, dear friends, since you are looking forward to this, make every effort to be found spotless, blameless and at peace with him.Bear in mind that our Lord's patience means salvation, just as our dear brother Paul also wrote you with the wisdom that God gave him. He writes the same way in all his letters, speaking in them of these matters. His letters contain some things that are hard to understand, which ignorant and unstable people distort, as they do the other Scriptures, to their own destruction.

Therefore, dear friends, since you already know this, be on your guard so that you may not be carried away by the error of lawless men and fall from your secure position. But grow in the grace and knowledge of our Lord and Savior Jesus Christ. To him be glory both now and forever! Amen.
